Re: Range reservations
At the MRPC Executive Board meeting held May 30, 2009 the policy of MRPC range use by RESERVATION was reviewed and new guidelines approved. The new policy is needed because of displacement of regular range users (members) and not being able to notify members of a reservation in a timely manner. Also there is no control over range fees to help cover operational and maintenance costs.
The range use policy covers:
“For Profit Use” refers to a range and / or classroom user that charges a fee that profit is derived from the reservation. Not just a fee to cover material or instructional costs. Examples of this type are, concealed carry classes, instructional or training classes.
“Non-Profit and Law Enforcement Use” refers to a range and / or classroom user that does not derive a profit from the reservation. This use may charge a small fee to cover materials or instructional costs. Examples of this use are: L.E. department training, security company training or qualifying, free public or MRPC programs.
MRPC RESERVATION POLICY IS:
For Profit Use:
- User or their associate present must be an MRPC member.
- Reservation must be made and paid a MINIMUM of two weeks before use date.
- Reservation may be canceled up to four days before use date with full refund. No refund if canceled four days or less before the event. A refund may be requested, because of reasons beyond your control, in writing or at an MRPC meeting and will be voted on.
- The reservation use fee is $50 for up to four hours and $100 for over four hours and up to eight hours (4 hour blocks).
- ALL MRPC range use rules and policies will be followed. MRPC reserves the right to close the reservation at any time if MRPC or safety rules are not followed. No shooting range fees are required with a paid reservation.
Non-Profit and Law Enforcement use:
- User or their associate present must be an MRPC member.
- Reservation must be made a MINIMIM of two weeks before use date. You may reserve the range, classroom or both. 3) Reservation may be canceled up to four days before use date. If canceled less than four days before use date a reservation deposit may be required before your next use reservation.
- All range users must pay the range fee of $1 per MRPC member and $2 per each non-member guest. Record the number of shooters, members and guests, in the range fee log book. Do not put fees in the range vault slot. Send a check to: MRPC, P.O. BOX 235 MEDFORD, OR. 97501.
- Reserve only the hours needed for range / classroom use. If classroom use does not interfere with members’ use of the range reserve them separately. Example (9:00 am to noon – classroom, 1:00 pm to 3:00 pm range) 6) ALL MRPC range rules and policies will be followed. MRPC reserves the right to close the reservation at any time if MRPC or safety rules are not followed. Law enforcement may use the range as a “hot range” if needed. 7) If the range is not reserved, members and guests must share the range use and no one has the right to deny use to others unless safety rules are not followed.

MRPC will confirm the reservation with the user; post a reservation notice on the outside of the front door and list the reservation on the monthly web site calendar when it is approved.

Re: Memberships
At the MRPC Executive Board meeting held May 30, 2009 the policy of MRPC memberships other than individuals was reviewed and clarified. This review was needed because some club use has been untraceable and liability problems may exist. Also range fees, to help cover operational and maintenance costs, were not being paid by users. Some organizations had door FOBs (electronic keys) that were not assigned to individual users. This became a liability problem as we didn’t know who was using the club. When a guest is using the range a member must be with them as the member is responsible for the guest and their proper use.
MEMBERSHIP POLICY:
“Law Enforcement, Government and Corporate agencies may purchase memberships for their employees but each must be assigned to an individual, one FOB for each individual member. An agency using or reserving the club must have at least one club member in attendance at the reserved use or when guests are brought to the club by an agency. If the agency does not purchase the employee’s membership those individuals must purchase a membership themselves to use the club. The only class of membership available is an individual family membership, unless they qualify as a life member.”
We know that some agencies already buy memberships for their employees and some employees have been buying their own membership. From now on all users must have a membership FOB assigned to them. This is the only way the club can control use to qualified members and reduce liability problems of not knowing who is using the range.

Any member has always been welcome to ask to see the books, or any particular item in the expenses and income records, at any meeting. This has been true in the past, and it is true today. The only reason that a member might not be able to view the records at a given moment would be technical (such as the computer not working) or that the particular record or receipt desired is stored in a file not present at the meeting.
In that case, a time can be arranged to see it, or it can be brought to the next meeting. The right to view records (not to take them) is in the club by-laws, which also provide for notice to the officers to allow time to locate them. (Old records are stored at the club, current records are kept in portable file boxes and the immediate documents are either in file folders waiting to be entered in the computer or are in the computer, backed up by filed paperwork).
Arrangement can always be made to see the records, by any member, either at the meeting or at a time convenient to both the member and the secretary or treasurer. Detailed receipts of all expenses are available for inspection by any interested member at the next meeting, as always. This has been true for as long as the club has existed. It is your club. Come to the meetings and make your voice heard!
Any member is welcomed and encouraged to bring up questions about any expendature, including how the insurance works, what controls are used, how money is collected and accounted for, and so forth. The Treasurer’s Report is read at the meetings, and members are asked if they have any questions. The report is then offered for a vote, to be accepted or not. The people who have volunteered their time and effort in the past have been extremely careful to document expenses and save receipts, show the income flow and sources, and keep careful bank accounts to track income.
BYLAWS
The Medford Rifle & Pistol Club, Inc.
Article I
Name
The name of the organization shall be the
Medford Rifle and Pistol Club, Inc.
Article II
Objectives
The objectives of the organization are as follows:
- To promote organized rifle and pistol shooting among citizens of the United States;
- To provide said citizens with the knowledge of safe handling and proper care of firearms;
- To improve marksmanship;
- To promote the development of honesty, good fellowship, self-discipline, team play and self-reliance which are the essentials of good sportsmanship and the foundations of true patriotism.
Article III
Membership
- Any citizen of the United States eighteen years of age and older may become a registered member on vote of the executive committee and payment of dues.
- Spouses and children of registered members living in the same household shall also be considered members.
- Any member eighteen years of age and older may vote and hold office in the organization.
- Non-members under the age of twenty-one may participate in the junior program upon payment of a junior membership fee. Junior members may use club facilities only when participating in an official event or practice session and may not vote or hold office.
- Any member of at least thirty years standing in the club shall be awarded lifetime membership.
Article IV
Dues
- The annual dues of the organization shall be decided at the annual meeting each year and shall be payable on or before the first day of January each year. Prorating of dues shall be in accordance with a method devised by the Executive Committee and approved by the membership.
Violations
- Charges against a member for violation of the Bylaws or rules shall be presented to the Executive Committee in writing. The Executive Committee shall investigate the charges and if a violation of the bylaws or rules appears to have occurred will inform the accused member of the charges. The accused member shall then have the right to submit to the Executive Committee a written defense and to appear before a meeting of said Committee. If a violation of the bylaws or rules is found have occurred, the matter shall then be reported to the organization. Final disposition shall be made by two-thirds vote of members present. Voting shall be by ballot.
Article VI
Officers
- The officers of the organization shall be a President, Vice President/Executive Officer, Secretary, Treasurer and one Director from each shooting program.
- All officers shall be members in good standing of the National Rifle Association.
- The officers of the organization shall constitute the Executive Committee.
- Officers shall be elected by majority ballot vote in December and shall hold office for one year.
- The term of office shall commence with the first monthly meeting in January and end with the last monthly in December.
Duties of the Officers
- The President shall preside at all meetings of the organization. He shall preserve order and decorum and perform all duties consistent with the office. He will appoint all standing committee. The president shall have the right of decision at all times during the conduct of all committee business whenever such business may conflict with the rules or policies of the organization. The President shall vote on all ties.
- The Vice-President shall familiarize with all activities of the organization and, in the absence of the President, shall assume the duties of President.
- The Secretary shall notify the members of all meetings. He shall keep a true record of all meetings of the organization and of the Executive Committee. He shall have custody of the records and papers of the club and shall conduct all correspondence. All applications for membership shall be made direct to the Secretary. He shall be responsible for the collection of all dues and shall remit same to the Treasurer.
- The Treasurer shall have charge of all funds of the club and place same in such bank or banks as may be approved by the executive committee. Such money shall only be withdrawn by checks signed by the treasurer and for payment of such bills as shall have been approved by the executive committee. He shall keep account of all transactions and make a detailed report with vouchers, at each meeting and whenever requested by the executive committee. His books shall be audited annually at the direction of the President and a report submitted to the membership at the annual meeting.
- The Directors of the various shooting disciplines shall:
- Schedule and supervise matches;
- Maintain and account for all equipment assigned to them;
- Coordinate all activities with other club functions;
- Collect all range and match fee;
- Maintain all financial records;
- Submit match results to the appropriate body (e.g. NRA)
Article VII
Vacancies
- A vacancy in the office of President shall be filled by the Vice President.
- All vacancies other than President shall be filled by the Executive Committee via appointment.
Article VIII
Parliamentary Authority
- All meetings shall be conducted in accordance with Robert’s Rules of Order.
Article IX
Meetings
- A monthly meeting shall be held on a schedule approved by the executive committee.
- A majority vote of the members present shall be necessary for the transaction of business.
Article X
Amendments
- Any Proposed amendments to these bylaws shall be submitted to the members, by mail, at least fifteen days prior to the next scheduled meeting.
- Proposed amendments shall be voted on at the meeting following the mailed announcement. A majority vote of the members present at the meeting shall be necessary to amend the bylaws.

We, John F. Rush, Roy Hewitt, D.J. Bolton, Octavia B. Waddell, and Harry W. Heidenreich Jr., whose names are hereunto subscribed, desiring to form a corporation under and by virtue of Chapter 452, Oregon Laws, 1941, providing for the creation of non-profit corporations, do hereby associate ourselves together and make and execute in triplicate the following Articles of Incorporation, to-wit:
ARTICLE I
The name assumed by this corporation, and by which it shall be known is the MEDFORD RIFLE & PISTOL CLUB INC., and its duration shall be perpetual.
ARTICLE II
The object, business, or pursuit in which this corporation proposed to engage is as follows:
To promote better acquaintance and closer association among its members, encourage organized rifle and pistol shooting among citizens of the United States resident in this community, with a view toward the better knowledge on the part of such citizens of the safe handling and proper care of firearms and the improvement of marksmanship. It shall further be the object of this corporation to forward the development of those characteristics of honesty, good fellowship, self-discipline, team play, and self-reliance which are the essentials of good sportsmanship and the foundation of true patriotism.
ARTICLE III
The estimated value of the property and money possessed by this corporation at the time of executing these articles of incorporation is $650.00, and its revenues shall be derived from dues of its members, iniation fees, gifts and donations from its friends.

ARTICLE VI
The location and principal place of business of this corporation, and its principal office shall be at Medford, in Jackson County, Oregon.
